Because they want to. They'll never make it in the top shows, but there are lots of smaller shows for unknown designers where they'll get their chance to strut there stuff. Nothing wrong with that. Why do bad photographers insist on taking pictures?

I'm not conceited about it, just confident. I totally understand that Runway shows prefer tall models. But I dont let that stop me. Yeah, it's a challenge. But I love challenges. I've done some runway shows. For example...I was hired to do a High Fashion Runway show last Saturday at the convention center in DC. I was kind of skeptical about it because the rest of the models were 5'7" and taller. I felt like an outkast, but at the end of the show...I received many compliments and contact info from other designers. I was surprised in a way...but, HEY, THEY MAKE PETITE CLOTHING TOO! I love runway shows and I will still do them...whether they are major or not....You can cry and cry about runway shows belonging to tall models...it's all good, they looks good doing it...I dont have nothing against that....I know I will never be a Supermodel on the runway, but I will still do them, if I get hired....nobody will tell me otherwise.

I think it's because most believe that designers should actually use the everyday life size people. Other than that I'm really not sure... Shorter models i think are perfect for lingeries/glamour/maxim stuff... which is wut im going towards.
